Adjusting and supplementing a number of industrial zones in Ho Chi Minh City

In Official Dispatch No. 364/TTg-CN dated May 4, 2023, Deputy Prime Minister Le Minh Khai agreed with the proposal of the Ministry of Planning and Investment on the adjustment and addition of industrial zones in Ho Chi Minh City to the Development Plan of industrial zones in Vietnam.

Specifically, the Deputy Prime Minister agreed to put 03 industrial zones including: Bau Dung Industrial Park with a scale of 175 ha in An Nhon Tay commune, Cu Chi district; Phuoc Hiep Industrial Park with a scale of 200 hectares in Phuoc Hiep Commune and Trung Lap Ha Commune, Cu Chi District and Xuan Thoi Thuong Industrial Park with a scale of 300 hectares in Xuan Thoi Thuong Commune, Hoc Mon District, out of the planning for development of industrial zones in Ho Chi Minh City approved by the Prime Minister in Document No. 1300/TTg-KTN dated July 24, 2014.

At the same time, adding Pham Van Hai I Industrial Park with an area of ​​379 hectares and Pham Van Hai II Industrial Park with an area of ​​​​289 hectares in Pham Van Hai commune, Binh Chanh district into the development planning of industrial zones in Ho Chi Minh City.

Other industrial zones included in the development plan of industrial zones in Ho Chi Minh City approved by the Prime Minister in Document No. 1300/TTg-KTN dated July 24, 2014 remain unchanged.

Adjustment of planning must ensure synchronization and inheritance

The Deputy Prime Minister asked the People’s Committee of Ho Chi Minh City to take responsibility for the accuracy of the reported data; size and location proposed to supplement the development planning of Pham Van Hai I Industrial Park and Pham Van Hai II Industrial Park in the Scheme and explanatory documents; ensure the suitability, feasibility, linkage, synchronization, inheritance and integration of the planning adjustment plan in the city in the content of the HCMC master plan for the period 2021-2030 in accordance with the provisions of the Government’s regulations. Do not let disputes and complaints occur during the implementation of the plan.

Ho Chi Minh City updates the location and size of the area of ​​Pham Van Hai I Industrial Park and Pham Van Hai II Industrial Park into the Ho Chi Minh City planning period 2021-2030, with a vision to 2050; The 5-year land use plan 2021-2025 Ho Chi Minh City submits to the competent authorities for approval in accordance with the law on planning and the law on land, in which attention should be paid to ensuring the land use norms of the industrial zones in the area, Pham Van Hai I Industrial Park and Pham Van Hai II Industrial Park, which are included in the criteria for industrial land use in the national land use plan for the period 2021-2030 and the national five-year plan for land use in 2021-2025 allocated to HCMC by the Prime Minister.

The conversion of land use purpose for the area taken out of the industrial zone development planning and the selection of investors to implement projects in this land area shall only be considered after the Prime Minister approves the method to remove 03 industrial zones: Bau Dung, Phuoc Hiep and Xuan Thoi Thuong out of the planning; ensure the conditions, order and procedures for land allocation and land lease, permit the change of land use purpose as prescribed by law, without causing loss of state property.

Ensure the change of agricultural land use purpose, including land for planting perennial crops, land for planting production forests and other agricultural land types within the target of changing the use purpose of agricultural land to non-agricultural land of Ho Chi Minh City and Binh Chanh district approved by competent authorities in accordance with the law.

Ho Chi Minh City synchronously implements the planning and development of the IZ with housing, social and cultural and sports facilities for employees working in the IZ. Ensure the provision of technical and social infrastructure outside the fence for the operation of the Industrial Park. There are solutions to stabilize life and develop a plan to support jobs and vocational training for affected people and workers.

Acquire opinions of relevant ministries, implement solutions proposed in the Scheme in the process of organizing and implementing the planning.

Develop orientations to attract investment in industrial zones in a direction consistent with the socio-economic development orientation of Ho Chi Minh City, in which attention should be paid to attracting investment projects using modern and friendly technologies with the environment; use less labor and resources (land, water, energy).
